Director of Government Relations

Mr. Branch joined Capitol Strategies in 2023, bringing with him his extensive background in Maryland politics. Baltimoreans first elected former Delegate Talmadge Branch to the Maryland General Assembly in 1994. During his illustrious career, he served as the Majority Whip, the third most powerful position in the House of Delegates. His breadth of political experience spanned local, state, and federal government and has included national public service as Delegate to the Democratic National Convention. He served as Vice Chair of the Maryland Democratic Party from 2010- 2011.

Mr. Branch chaired the Maryland Legislative Black Caucus from 2000-2002, re-energizing it and driving initiatives such as racial profiling, voter registration, and employment of ex-felons. He also founded the Maryland Black Caucus Foundation, a non-partisan 501(c)(3) for equitable African American participation in social, economic, and educational opportunities.

Educated in Baltimore City public schools, he earned a BA in Political Science from Salisbury University, where he currently serves on the Advisory Board of PACE (Public Affairs and Civic Engagement), a non-partisan organization promoting good government at the state and local level.
