Robert G. Johnson, Principal
Mr. Johnson is a founder and member of Capitol Strategies, LLC. He has been involved in grassroots political organizing and management since 1982. Johnson began his career in Colorado with Congressman Tim Wirth. His political experience grew with work on the presidential campaigns of Senator Gary Hart, Mondale/Ferraro, Senator Paul Simon, Senator Al Gore, Reverend Jesse Jackson, Dukakis/Bentsen Senator Bob Kerrey and Clinton/Gore. Mr. Johnson has held positions at all levels of campaigns and has developed extensive networks in all 48 continental United States.
In addition to political organizing, Mr. Johnson has specialized in government affairs in Maryland and has extensive experience in matters including child support enforcement, alternative education, power-plant location, renewable energy and gaming. Mr. Johnson maintains established relationships with members of Maryland's executive and legislative branches as well as officials in county and local governments.
Mr. Johnson also served as the Executive Director for the Maryland Democratic Party from 1998 to 2000. His experience brings a mix of national contacts with an understanding of the workings of government at all levels.

David H. Carroll, Jr., Principal
Mr. Carroll is a founder and member of Capitol Strategies, LLC. Mr. Carroll has lobbied on matters before the Maryland General Assembly, the Maryland Executive Branch, and local Maryland governments since 1998. He has represented clients in matters related to transportation, energy, gaming, education, health care, tax issues, environmental regulation, telecommunications, and procurement.
Previously, Mr. Carroll served as Director of Government Relations for Synergics Energy Development, Inc. In this capacity, he served as an advocate for the company before numerous state agencies, the White House and Members of Congress. His responsibilities included forging new relationships within the industry for the purpose of advocating the cleanliness and efficiency of hydroelectric power, and anticipating emerging public policy issues affecting corporate projects domestically and internationally. From 1995 to 1998, Mr. Carroll served as Deputy Director and Director of the Democratic Business Council, the Democratic National Committee’s donor program through outreach to the national corporate community.

Sushant Sidh, Principal
Mr. Sidh joined Capitol Strategies in late 2004 and brings extensive Maryland political and governmental experience to the firm. Mr. Sidh, a Deputy Chief of Staff under former Governor Parris N. Glendening, spent six years in the Administration overseeing various Maryland State agencies including the Departments of Health and Mental Hygiene, the Environment, Natural Resources, Housing and Community Development, Planning and Maryland Environmental Service as well as coordinating inter-agency activities within all branches of State government.
Prior to joining Capitol Strategies, Mr. Sidh served as Vice President of Public Policy and Member Services for Mid-Atlantic LifeSpan, an organization representing the interests of long-term care health facilities in Maryland and the District of Columbia. More recently, Sidh served as Government Relations Officer for Anne Arundel County in the Administration of County Executive Janet Owens. Mr. Sidh also brings wide-ranging political experience to the firm, having served on Congressional and Gubernatorial races within the State and as Communications Director of the Maryland Democratic Party. In 2000, Mr. Sidh also served as the Administration’s liaison to the Governor’s Task Force on Congressional and Legislative Redistricting.

Erin A. Appel, Associate
Ms. Appel joined Capitol Strategies in April 2007 and brings with her considerable experience in Maryland state government. Most recently, Ms. Appel served as Manager of Government Relations for a contract lobby firm specializing in State transportation, land use and industrial production issues. Previously, she was Communications Director and a lobbyist for the Maryland Catholic Conference, representing the three regional dioceses. During the 2000 General Assembly Session, Ms. Appel served as a legislative aide to a senior member of the Maryland House of Delegates.
Ms. Appel holds a Juris Doctor degree from the University of Maryland School of Law.
